Research is devoted to development of municipal system of an elementary education in Saratov per 1871–1917. The author cites data about number of city elementary schools, quantity of pupils, school premises, structure of the teacher’s personnel, etc. Also in clause activity of the Saratov city duma and also its some members, in sphere of an elementary education is considered.

This article discusses the basic stages of formation and upgrading of fire stations in the system of municipal government Saratov XVIII–XIX centuries. Also reflects the dynamics of fire safety systems on the basis of normative documents. The author, based on legal acts, identifies three main stages of the urban fire service Saratov.

In the article, the question of city self-management organization in the XIV–XV century England is considered. On the example of Bristol and York it is found out whether it is possible to speak about democratic principles of the city authorities’ election, who was a part of city elite and how it was formed.
